Beyond the Silicon Shield: The Culture Behind Taiwan's Success

As the world debates whether Taiwan's "silicon shield" can deter conflict, attention usually focuses on billion-dollar semiconductor fabs and companies such as TSMC. Governments are investing heavily to replicate Taiwan's chipmaking success. Yet one question receives far less attention: what if Taiwan's greatest competitive advantage lies beyond the fabs themselves? Robert Bociaga reports.

Just 35 minutes south of Taipei by high-speed rail, Hsinchu has become one of the world's most consequential cities.

The Hsinchu Science Park hosts nearly 600 companies, employs around 177,000 people and generates more than NT$1 trillion (US$30 billion) in annual output on its Hsinchu campus alone. Together with central and southern Taiwan's science parks, it generated a record NT$5.8 trillion in revenue in 2025, cementing Taiwan's place at the centre of the global AI boom.

Established in 1980 beside Taiwan's leading research universities and inspired by the relationship between Stanford and Silicon Valley, the park combined government investment, public research, entrepreneurial leadership and returning overseas engineers to transform farmland into one of the world's most advanced semiconductor ecosystems.

Yet stepping beyond the clean rooms reveals another side of Hsinchu.

Semiconductor prosperity has delivered some of Taiwan's highest household incomes, attracted young families and built one of the island's strongest local economies.

But it has also brought new tensions. Driven by the semiconductor boom and an influx of highly paid workers, housing prices around the Science Park and neighbouring Zhubei have roughly doubled over the past decade, while continued demand for labour has also drawn migrant workers from Southeast Asia.

As redevelopment accelerates and home ownership slips further out of reach for many residents, Hsinchu faces a defining question: can it preserve the social fabric that helped underpin its technological miracle even as prosperity reshapes the city?

A city shaped by migration

Long before Hsinchu became synonymous with semiconductors, it was shaped by successive waves of migration. Indigenous peoples were followed by Hoklo settlers, Hakka farmers and, after 1949, mainland Chinese who arrived with the Kuomintang government. Many settled in military dependents' villages, or juancun, originally built as temporary housing but which evolved into close-knit communities preserving regional dialects, cuisines and traditions.

Nearly 900 juancun once existed across Taiwan; today, fewer than 30 remain, with most lost to redevelopment as cities expanded and land values rose. Hsinchu, however, chose a different path.

General Village, one of Taiwan's best-preserved juancun, has been restored as a cultural quarter of cafés, galleries and exhibition spaces. Architects carefully preserved 12 historic cottages using original bricks, stonework and timber, adapting the village for contemporary use while retaining its historic character.

The project reflects a broader question confronting Taiwan. Preserving juancun is not simply about saving buildings but deciding which parts of the island's complex post-war history should endure, and whether living communities can survive once they become heritage attractions.

Hsinchu's experience suggests resilience comes not from resisting change but from absorbing it. Berkeley scholar AnnaLee Saxenian argued that Taiwan did not replicate Silicon Valley but built its own "technical communities," linking returning engineers, universities, entrepreneurs and manufacturers through dense local networks. Hsinchu's advantage rests as much on these relationships and shared learning as on advanced technology.

That process continues today. Workers from the Philippines, Vietnam and elsewhere in Southeast Asia increasingly work alongside Taiwanese staff, becoming part of the collaborative networks underpinning Hsinchu's semiconductor ecosystem. Yet rising housing costs and redevelopment are testing the city's social cohesion. Whether Hsinchu can preserve the social fabric that fuelled its success while accommodating continued growth remains one of its defining challenges.

Technology built on people

Taiwan's universities, vocational schools and skilled technicians created what TSMC founder Morris Chang calls a local learning system because, in his words, "learning is local." When problems arise on production lines, engineers, suppliers and researchers can often solve them within hours through the island's tightly connected ecosystem. Chang argues this concentration of expertise is far harder to replicate overseas than the factories themselves.

The same interplay between continuity and innovation extends beyond the science park. Founded in the eighteenth century, Hsinchu's City God Temple remains Taiwan's highest-ranking temples and one of its busiest public spaces. During the annual Chuchang Zhongyuan City God Festival, month-long processions bring together engineers, retirees, shopkeepers and tourists, reminding visitors that one of the world's most advanced technology hubs still relies on shared civic spaces where different generations and professions continue to meet.

Further into Hsinchu County, one of Taiwan's strongest Hakka heartlands, festivals such as the National Yimin Festival and the Tung Blossom Festival celebrate a culture shaped by migration, education and perseverance, while markets in Zhudong and cultural centres in Hukou preserve the Hakka language, cuisine and crafts. Rather than being eclipsed by the semiconductor boom, these traditions have adapted alongside it, layering new identities onto older ones.

Even TSMC increasingly acknowledges that innovation depends on more than engineering. Through its Education and Culture Foundation and the annual Hsinchu Arts Festival, the company supports initiatives linking technology, culture and everyday life, recognising that world-class industries are sustained as much by vibrant communities as by cutting-edge research.

Can Hsinchu's model be exported?

Taiwan's semiconductor industry was built through decades of industrial policy, research investment, entrepreneurial leadership and technological excellence. Yet these strengths flourished within a society defined by strong educational institutions, trusted professional networks and a willingness to share knowledge across organisations.

That is what other countries find hardest to replicate. While fabrication plants can be transplanted, TSMC's expansion in Arizona has exposed higher costs, labour shortages and the absence of Taiwan's dense supplier ecosystem. Similar questions surround its growing operations in Kumamoto and Dresden, where governments hope to recreate not only advanced manufacturing but also the collaborative environment behind Hsinchu's success.

Governments can subsidise fabs and attract suppliers, but the invisible ecosystem Morris Chang describes—decades of accumulated expertise, specialised universities, trusted relationships and knowledge that circulates almost instinctively—cannot be built overnight. As countries race to strengthen their semiconductor industries, Hsinchu offers a lesson beyond industrial policy. Its greatest competitive advantage may lie not in fabrication capacity or export value, but in the dense web of institutions, communities and shared experience that has evolved over generations. In that sense, Taiwan's real silicon shield may never have been silicon alone, but the society that transformed it into global leadership.
